After witnessing the success of the Intruders by the US Navy, the Soviet Union also realized that it need a TSA design that can provide long-range support to remedied the more vulnerable conventional artillery units like SPG and towed guns and supporting their TSF by clearing a path for Laserjagd. Contracts were assigned to Sufoni due to the fact that Mikoyam firms were unable to provide an additional production line for TSA unit, this saved Sufoni out of their financial troubles and eventually helped them carry on with the newer designs like Su-17 Vasillisa TSF series and the Su-24 Zvezda TSA , the successor of the Grach.

First entered serivce in 1982, The Grach was based on the earlier Su-11 design, with minor differences, it was equipped with a much more powerful unorthodox  Jump Unit which carried two thrusters instead of one to provide more stability for its heavy payload. Components in general are compatible with the Mig-21 Balalaika (both Su-11 and Mig-21 are based on F-4R). In terms of armor, it was not as heavily armored as the A-6 or A-10 because of the use of composite parts instead of Super Carbon Alloys, but still can served its intended role quite well.

Comparing to the A-10, early Su-25 was susceptible to engine fire due to the narrow jump unit design, late models eventually remedied this with foam sealant and additional coating. Like the A-10, it have no mount-pylons, but its shoulders have been modified to mount missile containers for crowd control and herd thinning operations.

Unlike other TSA of its era, the unit retained its Melee armaments of 2xCIWS-1 knives stored on its blade sheaths, however, due to the differences in TSA combat doctrines, Su-25 tactics are different compared to the Thunderbolt and Intruder, Which can be divided in the two following roles:

-Long-range fire support: 2xAtoll Missile launchers, 4xB8M1 rocket launchers, 2xNS-36-1 Chaingun Gauntlets, 1xD-77 Fort-Knocker Cannon, in this config, the unit role is to provide long range cover for their TSF and clearing out hordes of BETA to clear a path for the TSF in their LaserJagd operations and deterring Fort-Class with their hi-velocity 120mm D-77 cannon.

-Close Air Support: 2xCIWS-1 Knives, 2xWS-16C or 1xD-77, 4xB8M1 Anti-tank rocket pods or 2xAtoll missile containers, this config is meant for medium ranged artillery support, the S-8 rockets were used for crowd control against Tank class while the D-77 cannon were used for fire-support from the rear by loading the gun with HEFI and HESH rounds, clearing the path for infantry and armored vehices to advance.
